Fights about Pal-Mar, the 20,000-acre swamp that straddles the Martin-Palm Beach County line, never end. Now lawyers for Palm Beach Heights Landowners Coaltion, a group that represents owners of 5,500 acres in Pal-Mar, wants to turn dry portions of the land into a city.
