The announcement was made following a special report on herbicides found in the water, conducted by Ocean Research and Conservation Association (ORCA) and reported by Scripps Treasure Coast Newspapers with photos, interactive maps and video.

ORCA staffers collected several dozen samples in December 2013 at six sites in the lagoon and adjoining tributaries along a 55-mile stretch between Stuart and Vero Beach.
